Progress

Reducing Anti Social Behaviour

Focus on 4 areas to improve performance to reduce anti social behaviour in our communities. For incidents in relation to:

  • Drunk and Incapable
  • Urinating in public
  • Racially motivated incidents
  • Vandalism

Increased resources were made available in the city centre and elsewhere, including the funding of additional police operations and the provision of portable toilets in December 07.

Together with the introduction in July 07 of Police Fixed Penalty Notice for ASB there will be an impact on these incidents.

End of year monitoring not yet complete due to staff shortage.

Strategic Assessment

Aberdeen Community Safety Partnership (ACSP) produced its first Strategic Assessment in March 2008, in keeping with best practice guidance from the Scottish Government, one of first Community Safety Partnerships in Scotland to do so.

Single Outcome Agreement & Community Safety Funding

The introduction of the Single Outcome Agreement in July 2008 and the changes to the formerly ring-fenced funding for Community Safety will lead to some changes in the way that the CSP plans and manages at work.

In the long term this will help ensure that CSP work continues to be regarded as mainstream activity by the Council and other key community safety partners.

 

Key Partnerships and Strategies

Anti Social Behaviour (ASB) Strategy and Outcome Agreement

From 08/09 Strategic Assessment and action plans flowing from that assessment, the CSP provides strategic direction and overview of progress to targets.

Partnerships

ASB Task Group, Sex Industry Forum, Domestic Abuse Partnership, links to Aberdeen Racial Incidents Partnership, Youth Justice Strategy Group and Joint Alcohol and Drug Action Team, including CSP involvement in new Alcohol Strategy Task Group.

There are close links between the Plans and ASB Outcome Agreement activity managed through the Community Safety Partnership and the plans of partner organisations.

 

Targets in the 3 Plans and the Outcome Agreement relating to Police activity tie in with their own targets and activity.

 

Key community safety issues are included as priorities in the Council's Policy Statement, and feature in the Service Plans of both Strategic Leadership and the 3 Area Teams of Aberdeen City Council.

 

Wilful fireraising target is set by Grampian Fire & Rescue Service who work with other parties to take action to reduce wilful fires.

 

Main Successes

  • Aberdeen Families project continue to be successful in breaking the cycle of serious long standing antisocial behaviour in families (over 80% of all cases successfully closed).
  • 21% fall in underage drinking in Kincorth and Torry due to police summer initiatives.
  • Marked decrease in wilful fireraising – assisted by the Gramps advertising campaign and joint work with children & young people.
  • Introduction of Police issued Fixed Penalty Notices for low level Anti Social Behaviour (from 30/06/07).
  • Joint case conferences for all cases where ASB sanctions are being considered.
  • Increased provision of transport marshals, policing and other work to improve safety in the city centre.
