Review of the Forum

A review the role, remit and membership for the continuation of the Forum has been successfully completed.

Neighbourhood Community Action Plan (NCAP) Implementation

Developing the annual planning cycle for resource planning to support Neighbourhood Community Action Plan implementation. On schedule for the first full planning cycle to influence the 09-10 budgets.

Partnership and Governance Arrangements

Developing effective partnership and governance arrangements at the neighbourhood/area levels. Monthly reporting to Area Committees has now started. Partnership arrangements need further attention to fully engage all partners at Tasking & Coordinating Groups.

Regeneration Outcome Agreement

Responding to the future implications of the Regeneration Outcome Agreement which finishes in March 2008. In progress - expect local regeneration actions to be integrated in NCAPs.

Key Partnerships and Strategies

  • Framework for Neighbourhood Planning & Service Delivery.
  • Tasking & Coordinating (T&C) Groups serving the 37 neighbourhoods. T&C Groups don't report to Forum but Area reports are requested on process issues and local issues for each Locality Planning Forum meeting.

"We have now fully introduced an annual planning cycle that will facilitate early participation for communities in priority setting and influence over Service Plans."

 

Main Successes

  • The 'Framework for Neighbourhood Planning and Service Delivery' has been updated and a set of 'Standards for Neighbourhood Planning' based on the Framework have been agreed.
  • Partners have reviewed and revitalised the Forum's remit and membership in order to ensure the continuing development of Neighbourhood Planning.
  • An audit of each Neighbourhood Network has been published as a position statement which demonstrates a high level of compliance with the Standards for Neighbourhood Planning and identifies aspects for further improvement.
